THE IMPACT OF CHILDREN’S RIGHTS IN WALES

Children’s rights have become associated with Welsh devolution, and Welsh devolution with children’s rights. This paper explains how this happened, by reference to post-devolution Welsh law and policy. It appraises the impact of these Welsh laws and policies in practice: what evidence exists of change in behaviours at different levels of Welsh society, and what resources are available to support implementation. Inevitably, this entails some reflections on the ‘implementation gap’ between policy and practice. However, the paper concludes that there is clear evidence that at the end of a quarter century of Welsh devolved government, and at the end of what is presented here as a century of children’s rights in the wider world, the impact of children’s rights in Wales is significant not only in Wales but in consideration of the position of children anywhere in relation to government and as citizens in society.
